Chart Sutton Neighbourhood Plan

Invitation to provide comments on the Pre-Submission Consultation (Regulation 14)

We are pleased to invite your views on the proposals contained within the Pre-Submission Version Chart Sutton Neighbourhood Plan (CSNP).

The CSNP is a document that contains planning and land-use policies that sets out how land should be considered in the parish, in planning terms. The policies are also a material planning consideration in the determination of planning applications, alongside the policies of the Maidstone Local Plan Review.

Once ‘made’, the Neighbourhood Plan will carry legal weight in planning decisions. Therefore, it must undergo a rigorous process, including two formal consultations (of which this is the first), an independent examination and finally a local referendum.

A group of councillors and volunteers has been overseeing the process of preparing the plan. They have, over the past few years, carried out community surveys, workshops and presentation to gather the views of the wider community so that important local issues can be reflected in the new document.

The CSNP includes a range of policies including protecting valued green space, promoting biodiversity, and ensuring high quality design. It includes one site allocation for up to 35 homes at land south of Amber Lane. This allocation has been included in line with the requirement placed upon us by Maidstone Borough Council to deliver this number of homes. A lot of work has gone in to considering where such a site would best be located. Overall, it has been considered important to choose a site that will offer the most benefit to the village in the longer term. This site offers community facilities, green space and better access between the village hall and the western part of the village.

The draft Plan will now be subject to consultation from Tuesday 21 April 2026 to 5pm on Friday 5 June 2026. This is a statutory Pre-Submission Consultation in accordance with the requirements of the Localism Act 2011 and Regulation 14 of the Neighbourhood Planning (General) Regulations 2012 (as amended).
